The results of GOPA's recent evaluation for the Finnish Ministry for Foreign Affairs (MFA) on their support for democracy, rule of law, and human rights has recently been published by the Ministry.

Supported by a dedicated expert team, the evaluation highlights Finland’s strong commitment to advancing democratic values, good governance, and civil society globally—even in a challenging context of shrinking civic space and shifting priorities.

Key findings:

  • Strong Policy Foundation: Finland’s support is anchored in a robust, value-driven policy framework, enhancing its reputation as a reliable partner. However, recent budget cuts and internal changes pose risks to long-term sustainability and thematic expertise.

     

  • Tangible Results in Good Governance: Finnish interventions have achieved notable progress in institutional strengthening, justice, and anti-corruption—especially where aligned with local priorities and ownership. Sustaining these gains requires long-term commitment and stable funding.

     

  • Empowering Civil Society: Half of all interventions focused on participation and civil society, empowering women, youth, and marginalized groups, and defending human rights in challenging environments. There is a need for even stronger integration of gender equality and social inclusion.

     

  • International Synergies: Finland has successfully built synergies with like-minded donors, amplifying its impact. Continued investment in knowledge management and staff capacity is essential to maintain this comparative advantage.

     

  • Strategic Recommendations: To remain effective, Finland should safeguard resources for democracy and governance, tailor monitoring systems for long-term results, prioritize local ownership, and mainstream gender and social inclusion in all interventions.

Methodology:
The evaluation used a mixed-methods, theory-based approach, analyzing 251 interventions and including a deep dive in Nepal. Limitations included fieldwork in only one country and variable documentation, mitigated through triangulation and systematic analysis.
