Governance Strengthening Project Kicks-off in Kenya

The GOPA team officially kicked off our new assignment: "Technical Assistance for Performance-Based Service Delivery in Kenya" within the programme Strengthening Good Governance in Kenya (funded by the German government and the EU, implemented by GIZ).

Our mission took us to Nairobi, Kisumu, and Mombasa (where our experts will be based) to meet with key stakeholders & set the stage for implementation.

Over the next 20 months (Jan 2026–Sept 2027), we’ll be working closely with national and county partners to boost impact-oriented service delivery & performance management across 15 counties. Here’s how we’ll do it:

WP1: Strengthening the Legal & Collaboration Framework
We’ll support the development of an integrated, harmonized, and standardized Performance Management architecture by:
• Assessing existing county-level PM systems and practices
• Facilitating roundtable sessions and stakeholder dialogues
• Drafting and revising policies, acts, bills, and guidelines to align county PM systems with national objectives

WP2: Capacity Development for Impact-Oriented Service Delivery
Our goal is to strengthen both institutional & individual capacities for effective service delivery by:
• Creating training materials on key topics (performance management, HR, strategic planning, gender-responsive budgeting, etc.)
• Delivering workshops and training sessions across 15 counties
• Providing on-the-job mentoring and technical support
• Conducting Training of Trainers (ToT) sessions
• Supporting organizational development
• Producing short explanatory films and animation videos for learning and sensitization

WP3: Strengthening Peer Learning
We’ll foster mutual learning and upscaling of best practices by:
• Organizing exchange platforms and events for peer learning between counties
• Supporting national partners in follow-up and knowledge management
• Coordinating a regional study trip to showcase best practices

WP 4: IT Support for Performance Management Systems
We’re committed to enhancing digital solutions for performance management by:
• Reviewing and upgrading the national IT system (GPCIS)
• Developing standardized IT solutions for county-level monitoring
