13th ASEAN+3 Leadership Programme on Sustainable Consumption and Production (SCP)

Policymakers and sustainability leaders from ASEAN Member States and ASEAN dialogue partners China, Japan, and the Republic of Korea came together in Manila 9–11 March 2026 for the 13th ASEAN+3 Leadership Programme on Sustainable Consumption and Production (SCP) under the theme “Climate Resilience through SCP and Circular Economy for a Sustainable Future.”

The Programme was hosted by the Department of Environment and Natural Resources (DENR) Philippines, with support from the EU SWITCH-Asia Policy Support Component (PSC), the Delegation of European Union to Philippines through its country programmes, and EUinASEAN - the EU Delegation to ASEAN - in coordination with The ASEAN Secretariat

Our team of experts from the SWITCH-Asia Official Programme, implemented by GOPA Worldwide Consultants and NIRAS International Consulting, guided participants through the event and facilitated engaging discussions and workshops.

The programme brought together regional leaders to strengthen cooperation on climate action by SCP, circular economy policies, and resource-efficient economic strategies, and provided a platform to exchange experiences, policy tools, and innovative approaches to integrating SCP and circular economy practices into climate strategies —ensuring concrete takeaways for implementation at national and regional levels. 

Objectives included:

Align SCP, Circular Economy (CE), Green Public Procurement (GPP), and Extended Producer Responsibility (EPR) with Climate Policies: 
Strengthen policymakers’ capacity to align SCP, CE, GPP, and EPR with national climate policies to drive integrated resilient strategies aligned with Paris Agreement & SDG 12 commitments.

Promote Business Engagement & Innovation for Integration of SCP, CE and Climate Action: 
Enhance regional & national policy coherence while showcasing business models, financing mechanisms, and partnerships that support low-carbon, resource-efficient, and climate-resilient economies.

Strengthen Regional Collaboration for Policy Integration: 
Foster ASEAN+3 cooperation on knowledge exchange, and peer learning to accelerate climate-aligned SCP and CE practices.
