Technical Assistance (TA) for the Uzbekistan Energy Efficiency Loan

The TA operation will contribute to capacity building and awareness raising on the need for Energy Efficiency (EE) projects in Uzbekistan supported by the EIB and the World Bank sovereign loans channelled through the financial intermediaries over a period of 48 months. The specific objectives of this TA operation   are to develop, improve the capacity of and provide support to:

  • the project promoter’s Project Coordination Unit (PCU) to efficiently and sustainably:
  • Manage, co-ordinate and implement the EIB Uzbekistan Energy Efficiency Loan;
  • Raise awareness in the Uzbek society on financial, economic and environmental benefits resulting from implementation of EE&RE projects; and
  • Effectively coordinate with other institutions active in the market.
  • Financial Intermediaries (FI) in order to help them to efficiently and sustainably:
  • promote and market their EE lending;
  • select and prepare eligible sub-projects for funding; and
  • Handle management, reporting and disbursement of funds.

The manner in which support is provided to the PCU and FIs should ensure the sustainability of the Technical Assistance operation, so that PCU and FIs are able in the future to implement such projects without relying on external sources.

 

Qualifications: 
  • At least 3 years of relevant, full-time professional experience in setting up of green finance facilities, developing energy efficiency finance (EEF) products for SMEs, households, corporates etc.
  • Degree and/or professional certification in finance, banking, energy finance, environmental studies, ESMS or a related field;
  • Expertise in the following fields:
    • management of IFI funded green finance facilities and international TA projects;
    • promotion and implementation of EE / RE awareness raising activities;
    • monitoring and reporting of IFI funded credit lines.
  • Demonstrated ability to:
    • effectively cooperate with diverse stakeholders, including Project Management Units (PMUs) or similar at (semi)governmental level;
    • work well in multi-disciplinary and multi-cultural teams,
    • manage multiple priorities, take initiative and set priorities,
    • present complex information in a clear and concise manner,
    • work under tight deadlines;
  • Excellent oral and written communication skills in English; fluency in Uzbek / Russian is an asset.
Start / Duration: 

The assignment will take place in Uzbekistan. It will be carried out from the capital Tashkent but will also include travel in the country.

The duration is 48 months.
