Public Financial Management and Systems expert

The main objective of the Sector Policy Support Programme (SPSP) Economic Stimulation in Rural Areas is to contribute to a more balanced economic development in the Republic of Moldova with special focus on rural areas through more efficient economic policies at country and sector level, better coordination mechanisms and more transparent and efficient financing mechanisms.
Qualifications: 
The expert will provide policy advice to the Ministry of Finance regarding the different aspects of Mid Term Expenditure Framework preparation and other aspects of public finance management. He/she will also provide technical advice to the Ministry of Finance on implementation of Budget Support exercises. The Expert will also work closely with the other beneficiary ministries (Ministry of Economy and the Ministry of Agriculture and Food Industry) to ensure a proper fulfillment of project tasks and objectives, and with the European Commission Delegation from a PFM and budget support preparation, implementation and monitoring and evaluation point of view. As such, the Public Financial Management and Systems Expert shall cover, but not exclusively, the following: Under the responsibility of the Team Leader, support the coordination of activities and implementation notably with the Ministry of Finance; Coordinate the activity of other experts involved in the Project with services related to work area 4; Provide operational management of the technical assistance team in line with the team’s schedule of activities and work plans; Provide technical assistance to the Ministry of Finance in the process of budget preparation and implementation including, but not exclusively, advice in meeting the performance indicators set in the policy matrix, the design and delivery of training programmes on financial management, control and internal audit in the public sector. Qualifications and skills: University degree (where a university degree has been awarded on completion of four years study in a university) in the fields of economics or public administration or public finance management or related field or nine (9) years of professional experience including years and experience as described under General professional experience; General Experience: At least ten (10) years of international experience in public administration reform out of which a minimum of three (3) year in public finance management; Knowledge of budget preparation, budget implementation, budget monitoring and evaluation; Specific Professional Experience: A minimum of three (3) years experience in public finance management system implementation and monitoring of programmes/projects; Expertise and demonstrable understanding of budgetary assistance programmes with central administrations would be an advantage; Experience in designing and delivering public financial management and budgetary processes training programmes for central administrations would be an advantage; Previous experience in working on international programmes/projects in the area will be an advantage; Good knowledge and writing ability in English; Good working knowledge of use of standard computer software (word processing, spreadsheets, etc); Working knowledge of state language of Moldova/Russian language will be an asset.
Start / Duration: 
The intended commencement date is 1st December 2011 and the period of execution of the contract will be 24 months from the commencement date
