Local Farm Advisory Services in Northern Cyprus

The purpose of this contract is to accompany decision-making as regards farm advisory/extension servicesin the northern part of Cyprus.

The expert is expected to provide capacity-building to relevant local stakeholders to make decisions, design and implement advisory services strategies. The technical assistance will prepare guidelines for a grant scheme and possibly technical specifications for supplies related to farm advisory services. The consultant will be involved in strengthening monitoring capacities as regards the implementation of advisory services.

The Deputy-Team will contribute directly to the implementation of tasks and will support/deputize the Team Leader in organising, coordinating and managing the following:

  • the inputs of long and short-term experts, according to the work programme and activity-based personnel programme;

  • the smooth implementation of the activities in accordance with EC rules;

  • represent the consultant in meetings related to the Programme called by the local administration

The Deputy Team Leader will be based in the northern part of Nicosia.  She/he will travel regularly to the field.  She/he should spread evenly his/her presence throughout the two years.

Qualifications: 

Qualifications and skills

The Deputy Team Leader should have the following background / experience:

  • Agronomist (University Degree awarded on completion of at least three years study in a University or equivalent institution in the field of agricultural sciences) or equivalent degree related to agricultural sciences.

  • Good communication, interpersonal, organisational and reporting skills;

  • Full Computer literacy;

  • Excellent command of written and spoken English

General experience

  • At least 4 and up to 6 years cumulative experience in technical assistance in Mediterranean agriculture and advisory services in agriculture.

    Specific experience

  1. At least 4 and up to 7 years experience in the implementation of projects in the field of agriculture or rural development.
  2. Minimum 5 years’ experience in supporting advisory services in Mediterranean agriculture.
  3. Experience in working in EU Member States, EU Candidate Countries and Potential Applicant for the points 1 and 2.
  4. Experience in 1 and up to 3 project(s) in the field of implementation of agricultural EU acquis will be an advantage.
  5. Experience in drafting guidelines for grant schemes under PRAG rules will be an advantage.
 

 

Start / Duration: 

The intended start date is January 2016 and the period of implementation of the contract will be 26 months from this date.
