Improving the implementation of the EU's Nitrate Directive in Turkey

The main purpose of the contract is to provide technical assistance to the Ministry of Food, Agriculture and Livestock (MoFAL) during the convergence of the Turkish agricultural system to the post common agriculturalpolicy (CAP) reform on European greening agricultural rules (particularly Nitrate Directive).

To this end, the contractor shall provide the following services:

  • preparation and implementation of a training programme to improve the capacity of the MoFAL on EU policies and practices on greening of agriculture including Nitrate Directive. The contractor is also expected to support the training programme with study tours,
  • preparation and implementation of an awareness-raising programme towards farmers, local/regional officials, extension officers and representatives of research institutes and environmental NGOs. The programme isexpected to comprise farm trials and open-field days for demonstration of greening practices and production ofaudiovisual and printed promotional materials such as videos, TV spots, animations, posters and leaflets,
  • preparation of an online tool to assess the farm environmental performance,
  • performing the cost-benefit analysis of the implementation of provisions of the Nitrate Directive in Turkey and preparation of the road map on strengthening the national implementation regarding good agricultural practicesand Nitrate Directive.
Qualifications: 

Qualifications and skills:

  • At least BA in agricultural or environmental sciences. In the absence of the degree requested, the expert should have an equivalent professional working experience of at least 14 years in the relevant fields.
  • Postgraduate degree in agricultural or environmental sciences would be an asset
  • Proficiency in English, spoken and written


General professional experience

  • Minimum of 10 years of professional working experience

Specific professional experience

  • Minimum of 3 years of experience on enviromental protection in agriculture
  • At least 2 project experiences on the implementation and / or adoption of the Nitrate Directive and/ or CoGAP and agri-enviromental programmes
  • Experience in the preparation of at least 2 cost-benefit analyses for the adoption of the CoGAP
  • Experience in designing and/or delivering training programmes on enviromental impact of agriculture on at least 1 project will be an asset
Start / Duration: 

Ankara will be the opertaional base for the project. The intended start date is June 2017and the period of implementation of the contract will be 24 month from this date.
