Economic Stimulation in Rural Areas -Teamleader

The main objective of the Sector Policy Support Programme (SPSP) Economic Stimulation in Rural Areas is to contribute to a more balanced economic development in the Republic of Moldova with special focus on rural areas through more efficient economic policies at country and sector level, better coordination mechanisms and more transparent and efficient financing mechanisms.
Qualifications: 
The Team Leader's principal role is to provide strategic programme management and programme technical implementation direction for the complex array of tasks in the Project, and to ensure that all the project staff are timely engaged and supported adequately and are able to carry out their respective roles efficiently. He/she will be primarily responsible for overall management of the project. This responsibility will include development of work plans and implementation schedules, monitoring of project activities, concerting the efforts for the facilitation of discussions on and development and finalization of contractual reports as described in the Terms of Reference and as per EU procedures. The Team Leader will lead other project staff in the design and implementation of tasks. He/she will also be responsible for the interaction between the non-key experts and the beneficiaries. He/she will be actively engaged with the Steering Committee on all issues concerning the implementation of the project. He/she will be responsible for the quality of all reports. At the technical front, the Team Leader will manage and support the technical inputs provided by the other three Key experts and will supervise and support the technical inputs provided by the non-key experts under the management of the other three key experts. The team leader will also work closely with all the beneficiary ministries (Ministry of Finance, Ministry of Economy and the Ministry of Agriculture and Food Industry) to ensure a proper fulfillment of project tasks and objectives including appropriate programme M&E systems, and with the European Commission Delegation including a targeted and effective visibility and communication of the programme and project. As such, the Team Leader shall cover, but not exclusively, the following: Coordinate the project’s management and implementation, including liaison with the beneficiaries and the contracting authority; Manage the technical assistance team and draw the team’s schedule of activities and work plans; Ensure that the project outputs are in accordance with the Terms of Reference and the agreed work plans; Provide technical assistance for the design and delivery of required services in line with EU procedures; Coordinate the technical assistance of short-term experts to all beneficiary stakeholders; Coordinate the activity of other experts involved in the Project with services related to work area 3; Define measurable indicators and control procedures for program monitoring and evaluation; Provide regular and ad-hoc advice to the EU Project Manager, Beneficiaries and target institutions; propose, where necessary, corrective measures; Support and coordination for the Implementation of strategic alignment and deployment of action plans and work plans in each target institution of the program; Implementation of an management information system subtending the overall strategic ESRA support project and ESRA Programme implementation process; Support the coordination of the project’s and implementation notably with the Ministry of Economy; Provide support to the operational management of the technical assistance team placed in Ministry of Economy in line with the team’s schedule of activities and work plans; Assure the Project/Programme’s Visibility and Communication actions. Qualifications and skills: University degree (where a university degree has been awarded on completion of four (4) years study in a university or thirteen (13) years of professional experience in the fields in Economics or Finance or associated fields equivalent, including years and experience as described under General professional experience; Masters Degree would be considered an advantage; Excellent managerial, administrative and analytical skills; Fluency in English, both written and spoken; Working knowledge of state language of Moldova or Russian language will be considered as advantage. General Experience: At least eight (8) years, preferably ten (10) years, of general experience; At least four (4) years of professional experience working with central and/or local state bodies and governmental administrations dealing with economic stimulation. Specific Professional Experience: Proven experience as a team leader in at least three (3) technical assistance projects of more than twelve (12) months duration with one project exceeding a project budget of 2 million EUR in the ex Phare, ex Cards, ex Meda and/or ex Tacis countries; At least five (5) years working experience in transition countries and more specifically in Eastern European countries; Experience as advisor and/or consultant providing policy advice to Central and Local Public Administrations in Eastern European countries in the area of economic stimulation of a country’s regional areas would be an advantage; Proven experience in the areas of private sector development and economic stimulation, preferably more than eight (8) years; Experience in designing and implementing capacity building programmes and actions to central public bodies and local governmental organisations; Experience in running project and programme result and programming monitoring (reporting) systems, in public sector or international programmes including their dissemination (experience in EU-funded programs would be an advantage); Experience in the area of public finance and/or public procurement within an EU-funded project and/or programme environment would be an advantage; The TL should also have additional experience and expertise in at least one out of the other sectors covered by the other three Key Experts.  
Start / Duration: 
The intended commencement date is 1st December 2011 and the period of execution of the contract will be 24 months from the commencement date
