Direct Sale of Agricultural Products and Complementary Activities on Family Farms

The aim of this study is to reach a modern legislative framework which should be made in accordance with the umbrella legislation on agriculture in Croatia in order to better prepare farmers for EU membership. The functions and responsibilities of Consultants for direct sale of agricultural products produced on the family farm will be as follows: to advise the Beneficiary on all aspects of direct sale in EU member countries (legislation on direct sale, practical experiences, evidences and reporting on direct sale, inspection supervision, tax regulations applied on direct sale, the conditions which family farms have to fulfil etc.); drafting a study comprising description of Croatian direct sale system with identification of the disadvantages; review of the role and work of the institutions involved in direct sale; examples of European countries with corresponding legislation on direct sale; recommendations for setting legislation framework for direct sale in Republic of Croatia with recommendation of the draft regulation on direct sale; analytic data – estimate of the domestic share of direct sale in total sale of agricultural products (total and by sectors) and comparison with other countries, structure of direct sale (products and types of direct sale), other data (regional structure, number of family farms which sell their products directly, growth potential, etc.); to assist in defining the procedures of administering direct sale at various levels (central government, regional, local); to provide contacts with authorities/state employees responsible for direct sale in EU member countries.
Qualifications: 
International Advisor for direct sale shall have the following minimum qualifications and experience: a post-graduate degree in agronomy or other relevant related field; minimum 10 years working experience; excellent understanding of the direct sales of agricultural products produced on the family farm issues in the EU member countries ; participation in at least 2 projects in this field in the last 7 years; excellent written and spoken English; prior experience of participation in international projects is an advantage
Start / Duration: 
Expected start of the assignment is September 2011 and it will last till no later than 15 February 2012. The assignment duration is approximately 6 months and the direct sale expert will work 45 man/days each. The work of experts includes active participation in specified study tours for their area of work.
