Agricultural Policy Dialogue with the African Union

The African Union and the BMEL envisage an agricultural policy dialogue, from which contributions to the overarching objectives of Agenda 2063, CAADP and the Malabo Declaration are expected. 

In line with the overall project objective "Transformation and resilience-building of food systems at the level of RECs and African Union member states”, the project primarily aims to establish dialogue formats at continental and regional level. The central element of the methodological approach is the establishment of a Consultative Working Group at continental level as well as thematic working groups at continental, regional and national level.  

The direct target group of the project includes policy-makers of the African Union, the Regional Economic Communities, the governments of the AU member states, representatives of continental, regional and national umbrella organisations and decision-makers from donor organisations. 

 

Tasks of the Team Leader

  • Overall responsibility for the implementer's advisory services, including preparation of an operational plan for implementation
  • Provide technical and strategic advice to the AUC (African Union Commission), REC (Regional Economic Community) and other partners on the design and implementation of policy and technical dialogues
  • Quality assurance of conception, implementation, monitoring and outputs/products
  • Ensure communication with AUC, BMEL, German Embassy and other partners
  • Ensuring the integration of crosscutting issues (e.g. gender)
  • Staff management, in particular identification of the need for short-term assignments within the available budget as well as planning, coordination, control and quality assurance of the assignments and supervision of the regional/local and international short-term specialists
  • Coordinate work steps and resource allocation with AUC-DARBE (Department for Agriculture, Rural Development and Blue Economy) and other partners involved
  • Monitoring the progress of the work and reporting
  • Responsibility for the use of funds and financial planning as well as monitoring
  • Coordination of publications, events etc
Qualifications: 

Minimum requirements:

  • University degree
  • At least 10 years of professional experience
  • Very good English and good German language skills

Professional knowledge and experience:

  • Academic background with reference to the main topics of the project
  • Professional experience in the sectors of agricultural reform, agricultural investment planning, agricultural policy development, organisational development
  • Leadership/management experience 

Regional experience and language skills:

  • Work experience in Africa
  • Very good knowledge of German
  • Knowledge of French
