Support for the implementation of the ATCA strategy through organiza-tional capacity building

The project " Strengthening of the reform capacities of Tunisian institutions - Support for the implementation " of the ATCA strategy through organizational capacity building is implemented in Tunisia in the framework of the GIZ project "RECAP: Capacity Building for Tunisian Institutional Reform".

RECAP's main objective is to strengthen the reform capacities of Tunisian institutions, through capacity building measures, in order to create the necessary conditions for the successful implementation of reforms.

The present mission is taking place to support the General Directorate for Agricultural Land Management and Conservation (DGACTA) in the implementation of the ATCA strategy through organizational capacity building. This strategy is likely to guide the interventions of the SWC sector for an integrated preservation and management of natural resources (water, soil, vegetation cover, biodiversity), within the framework of a sustainable agricultural and rural territorial development based on local governance in which the participative approaches with the populations will be privileged.

AFC is responsible for accompanying the systemic implementation process of the ATCA strategy and for strengthening the organizational skills of DGACTA. The following services will be provided (among others):

1.   The development of a (ten-year) ATCA strategy action plan with a financing scheme;

2.   Development of a procedures manual for the implementation tool (PADIT);

3.   Formulation of funding requests according to national and international opportunities;

4.   Conceptualization and operationalization of a results-based monitoring and evaluation system, based on territorial observatories for natural resource management;

5.   Capacity building of the DGACTA as well as of partners at regional and local level.
