The French Development Agency (AFD) has developed a green finance product called SUNREF (Sustainable Use of Natural Resources and Energy Finance) whose objective is to mobilize the financial sector of partner countries for renewable energy (RE) and energy efficiency (EE) investments as well as investments increasing overall environmental performance (reduction of pollutant emissions, environmental compliance, recycling).

The credit facility’s main objective is to support RE and EE investments in the Palestinian private sector. Its three key objectives are:

  • To create and mature a market for ‘Green’ investments reinforcing services and technologies with a positive environment/ climate impact in line with the strategic objectives of the EU Joint Programming and national policy objectives.
  • To improve capacity of local banks to appraise and finance ‘Green’ projects by providing medium to long-term funding, grant and technical assistance.
  • To raise public awareness for ‘Green’ projects among enterprises and individuals on inherent financial benefits and security of supply thereby stimulating innovation and development.

 

Qualifications: 

The Consultant will comprise of a pool of international and local experts with specific technical expertise in sustainable energy and finance (EE specialist, RE specialist, Finance, Marketing and communication, Administrative, Monitoring expert, E&S expert) to be mobilized throughout the course of the assignment on demand by the lead coordinator.

The short term experts (local or international) will be responsible for:

  • Assessing the quality and relevance of the feasibility studies;
  • Conduct the audits / pre-audits;
  • Providing the technical support to the Sponsors and partner banks;
  • Conducting specific training;
  • Defining the environmental and social action plan and follow its implementation.

     

The key experts will cover the following fields:

  • Specific expertise in sustainable energy in all relevant local industrial, commercial and residential sectors with significant professional experience in (i) conducting energy audits and validation of renewable energy resources, (ii) assessment of project investment plan including its risks and mitigation strategy;
  • Expertise in marketing of EE and RE credit lines (design and introduction of loan products) and associated processes; delivery of capacity building in banks;
  • Expertise in corporate/SME/project financing, preferably in the energy sector;
  • Legal expertise for PPA;
  • Expertise in environmental and social risk assessment and E&S management systems for financial institutions;
  • Expertise in energy public policy,
  • Expertise in gender equality topics, particularly in the private sector,
  • Monitoring and evaluation expert.

     

The key experts shall demonstrate the highest professional profile in their respective field of expertise, with at least 10 years of experience, proven record in working with financial sector (and mainly banks) and enterprises.

 

 

 

Start / Duration: 

34 person-months, The Consultant work will be managed by the lead coordinator. He/she will be permanently based in Ramallah at PEC. He/she will be responsible for meetings with Partner Banks, Project Sponsors and relevant stakeholders throughout the duration of the project.
