The Consultant work will be managed by the lead coordinator. He/she will be permanently based in Ramallah at PEC. He/she will be responsible for meetings with Partner Banks, Project Sponsors and relevant stakeholders throughout the duration of the project.

The French Development Agency (AFD) has developed a green finance product called SUNREF (Sustainable Use of Natural Resources and Energy Finance) whose objective is to mobilize the financial sector of partner countries for renewable energy (RE) and energy efficiency (EE) investments as well as investments increasing overall environmental performance (reduction of pollutant emissions, environmental compliance, recycling).

The credit facility’s main objective is to support RE and EE investments in the Palestinian private sector. Its three key objectives are:

  • To create and mature a market for ‘Green’ investments reinforcing services and technologies with a positive environment/ climate impact in line with the strategic objectives of the EU Joint Programming and national policy objectives.
  • To improve capacity of local banks to appraise and finance ‘Green’ projects by providing medium to long-term funding, grant and technical assistance.
  • To raise public awareness for ‘Green’ projects among enterprises and individuals on inherent financial benefits and security of supply thereby stimulating innovation and development.

The technical services provided by the Consultant will be the responsibility of the Lead coordinator. He/she will be in charge of:

  • Planning and budgeting the activities of the Consultant;
  • Contribution to the marketing of the credit facility;
  • Identifying the required expertise for the good selection and implementation of the eligible projects;
  • Coordination and mobilization of the pool of experts;
  • Assisting the project developers and the partner banks on a weekly basis;
  • Preparing and delivering the communication actions for the promotion of the facilities;
  • Organizing the workshop and awareness raising campaigns,
  • Drafting of the different reporting documents,
  • Preparing and ensuring the follow up of the Steering committee meetings, whether the meeting is informal or formal,
  • Ensure the daily relationship with PEC and the other stakeholders including,
  • Support PEC in tasks related to SUNREF and assure transfer of knowledge from short term experts to PEC staff.
Qualifications: 
  • At least 10 years professional experience in project / programme management, OR in a senior management position, in the energy sector;
  • Minimum 10 years of professional experience in projects financed by international financial institutions implementing similar finance facilities OR relevant (international) professional experience of implementing EE and/or small-scale RE projects and/or industrial upgrade investments in emerging markets.
  • Strong teaching abilities and organizational skills are mandatory
  • He/she shall have proven facilitation skills in communication, meetings and workshop/training.
  • The Candidate shall specify what its actual achievements in similar missions were: detailed quantitative and qualitative information should be provided to demonstrate these achievements.
