IPARD II - beyond 2013-IPARD “help desks”

The purpose of this contract is to provide support in the preparation and implementation of IPA Component V (IPARD II) beyond 2013, in particular:

  • Establishment of IPARD help desk(s) in the country for the purpose of providing support and information to potential IPARD applicants regarding Measure 301 and Measure 302;
  • Training of pool of consultants, engaged to provide support and giving information to potential IPARD applicants under M301 and M302;
  • Running of operational IPARD helpdesk(s) through development of sustainable “hand-over” procedures, operating modes, institutional arrangements and continuity of operations.

 

Qualifications: 

Qualifications and skills

  • A level of education which corresponds to completed university studies of at least 3 years attested by a diploma in the field of agriculture or rural development, or economy, or administration or other field relevant to the duties described in these ToR.
  • In the absence of the above mentioned degree, the key expert must have at least relevant professional experience of four (4) years above the general professional experience required below.
  • Master degree in rural business development will be considered as an asset.

General professional experience

  • Minimum of 7 years of general professional experience in the area of rural development.

Specific professional experience

  • Experience in at least 1 project related to rural business development.
  • Experience in projects in the area of rural business developmen in potential candidate and/or candidate countries; and/or neighbourhood countries will be considered as an asset.
  • Experience related to rural tourism development and/or rural SME development will be considered as an asset
Start / Duration: 

The intended start date is October 2016 and the period of implementation of the contract will be 24 months from this date.
