ESMS expert/ Establishment of an export credit guarantee facility (ECGF)

The Government of Rwanda established an Export Growth Facility (EGF) in 2015 to provide exporting SMEs with access to financial services and technical assistance to banks.

Based on an existing business plan, the project will test the initial service offering and continue piloting through to full implementation. This includes the preparation, piloting and implementation of an Export Credit Guarantee Facility (ECGF) in Rwanda.

The ECGF is hosted by the Rwanda Development Bank (BRD) and has 4 windows:

1. investment catalyst fund that provides loans to export-oriented enterprises;

2. matching grant facility, which provides grants to companies seeking to enter regional and

international markets;

3. Export Credit Guarantee Fund, which is the subject of this call for proposals,

4. Start-Up Facility that helps borrowers start new businesses

Planned activities: 

  • Onboarding of participating financial institutions (PFIs)
  • Introduction of guarantee products
  • Development of an operations manual
  • Accompanying marketing campaign
  • Assessment/implementation of a management information system (MIS)
  • Training of BRD and PFI staff
  • Updating and implementation of the current environmental and social management system of the National Bank of Rwanda

Qualifications: 

Education: 

  • Min. bachelor’s degree

Specific Work Experience: 

  • Min. 5 years of professional experience in the establishment and implementation of E&S instruments, especially international standards (IFC Performance Standards and/or World Bank ESF)
  • Min. 3 projects executed in East Africa
  • Fluency in English
