Assisting Reconstruction and Improving Living Conditions in Anbar (ARILA)

The ARILA project contains three interlinked components: restoration and rehabilitation of basic services, strengthening of citizen-state relationships and improving livelihood opportunities through vocational education and business support in the non-agricultural field.
ARILA implements its activities back-to-back with the “Restoration of Peace, Livelihoods, and Economic Cycles in Anbar” (RePLECA) project that specifically targets the historically important agricultural sector in Anbar for livelihoods and related basic services, fosters  intercommunity exchange and social cohesion, and aims to improve basic education in the same districts as ARILA

Tasks of the team leader

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and regional level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners in the areas of action 
  • Taking cross-cutting themes into consideration (inclusion of the private sector and other relevant stakeholders, gender equality)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Continuous communication with responsible GIZ project staff and regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
Qualifications: 
  • University degree (Master’s or equivalent) in education studies, vocational pedagogy or other relevant fields of study
  • Knowledge of Arabic, C1 in the Common European Framework of Reference for Languages; knowledge of English, B2 in the Common European Framework of Reference for Languages
  • 10 years of professional experience in developing further education & training systems, of which 5 years in another country (international context)
  • 8 years of professional experience in the development and introduction of demand-oriented short-term trainings
  • 4 years of technical, i.e., content-related management of projects on skills development
  • 5 years of work experience in the Middle East
  • 5 years of experience working on development cooperation projects
  • 3 years of project implementation in post-conflict or (post-) humanitarian contexts

170 days over 18 months expected to start in July 2023
