Additional support to the sectoral reform agreement, “Food and nutritional security and sustainable agricultural development (CRS-SANAD)”

Objective:

Support government efforts to eradicate poverty, promote sustainable and inclusive growth, and consolidate and improve democratic and economic governance.

Specific objectives:

  • Promote sectoral policies and reforms.
  • Strengthen governance on the sectoral level.
  • Respond to the population’s essential needs through improving access to services in the areas of sustainable agriculture, and food and nutritional security.

Implementation activities:

Activity 1.1: Support the establishment of an efficient budgetary planning and reporting by the ministries involved in the implementation of the 3N initiative within the framework of the operationalisation of the directive 6 of the UEMOA

Activity 1.2: Support the procurement in the sector and in particular the respect of procurement deadlines

Activity 1.3: Support the increase of transparency through evaluations and monitoring by internal and external testing bodies (networks/parliamentary committees, court of audit, IGF, internal audits) and through a civil society

Activity 1.4: Support the development and the implementation of computerised and high-performing systems for monitoring-evaluation, statistics, and information with the integration of technological innovations

Activity 1.5: Support the improvement of coordination, dialogue, animation, and sectoral steering

Activity 1.6: At least three technical, sociological and/or analytical/scientific studies financed in relation to the needs of the Action Plan 2016–2020 of the I3N

Activity 1.7: The communication/visibility of the sector and of the contract of sectorial reform is strengthened.

Activity 2.1: Support the development and the implementation of the land development plans at the regional level and of a computerised system on rural land at the level of the Secrétariat Permanent du Code Rural (SP/CR) and its structures.

Activity 2.2: Development and implementation of an operational computerised system for geo-referencing of restored/rehabilitated/developed areas through vocation

Activity 2.3: Development and implementation of a computerised system for monitoring water, agro-sylo-pastoral, and fishing resources

Activity 3.1:  Support the planning and the monitoring of the number of municipalities moving towards a theoretical access rate to drinking water that is greater than 50%

Activity 3.2: Strengthen the planning, action, monitoring, and dialogue between ministries in the area of latrines differentiated from schools and CSI
