Worldwide_Advisory Services for Resilient Agri-Food System

During the current EU Financial Framework (2014-2020), 61 countries selected food and nutrition security and sustainable agriculture as a priority sector for partnering with the EU.

The EU has committed more than 8.800.000.000 EUR to this intervention, corresponding to 20 % of the EU development portfolio. For the next EU financial framework, a significant number of countries could choose again food and nutrition security as a focal sector for aid. At the same time, EU impact needs to be enhanced, particularly by improving the synergies between public and private sector interventions. Priorities at country level will include inclusive and responsible investments in agriculture and agri-businesses; supportive rural infrastructure; sustainable and nutrition-sensitive agriculture, adapted to climate change; strengthening producer organizations; linking smallholders to markets; strengthening research, innovation and scaling capacities; risk reduction initiatives; initiatives to reduces stunting, increase dietary diversity and tackle micronutrient deficiencies; and social protection initiatives that will ensure access to adequate food and nutrition. Innovations will be key in all priorities. Gender considerations are essential in each area.

The purpose of the advisory services is to provide high quality and SMART (specific, measurable, attainable, relevant and time-bound) services to increase development impact, to spur policy changes and investments to realize the EU’s contribution to end hunger, achieve food security and improved nutrition and promote sustainable agriculture (SDG2).

Through these advisory services HQ and delegation staff will be able to have easy access to technical advice, studies, to support policy development, policy dialogue, identification, programming, monitoring/evaluation, as well knowledge sharing/communication products.

Qualifications: 

Education:    

  • Bachelors’ Degree and preferably Masters’ Degree in Statistics, Agriculture., Economics and other subjects under Social Sciences or relevant discipline.

Experience:    

  • At least  5 years working experience in the field of socio-economic development and monitoring with national or international NGO, donor  or development agency in the field of agriculture, agribusiness or nutrition;
  • Proven experience and skills in developing  monitoring, evaluation and research protocols and tools;
  • Experience of coordinating monitoring activities across multiple location;
  • Experience in working with  local communities, civil society partners, urban LGIs  and governments officials;
  • Experience of designing studies and research, outsourcing the same and monitoring the outcomes;
  • Skills in developing tools for community based participatory monitoring;
  • Ability to communicate effectively with participants from a range of education levels and disciplinary backgrounds.

Knowledge and skills

  • Knowledge on best practices in field of agriculture and nutrition;
  • Ability to think clearly and analytically;
  • Ability to plan own work, setting priorities and complete it under pressure or when faced with competing demands;
  • Committed to a facilitating working environment;
  • Ability to use Microsoft Office, SPSS, Access and other research related software.

Personal qualities    

  • A strong commitment to gender sensitive, inclusive and pro-poor development work;
  • Ability to work with multi-disciplinary team;
  • Consultative and empowering management style and willingness to learn from others.

Language Requirements:   

  • Fluency in written and spoken French and or English.
Start / Duration: 

The Provisional commencement date of the contract is October 2019 and the Initial period of implementation of tasks is 48 months
