Value chain promotion in organic fruits & conventional vegetables

This project relates to the implementation of measures and achievement of results within the field of value chain promotion focussing on food safety and quality

Value chain promotion, Economic conditions have improved in selected value chains and export sectors”, is focusing on:

  • organic fruits, berries, and nuts in Kyrgyzstan including Jalal-Abad Oblast
  • conventional vegetables only in Jalal-Abad Oblast

This comprises:

  • Technical assistance and CD to the agricultural producers, processors and MSMEs in the selected value chains in improving the quality of their products and increasing productivity
  • Support to the agricultural producers, processors and MSMEs in creating business linkages and realising export opportunities

Food safety and quality “Conditions for food safety/quality have improved in selected sectors and value chains”, is focussing on:

Introduction of systematic improvements for risk management on food safety and food quality in MSMEs in the supported sectors/ above mentioned value chains (e.g. HACCP, quality management systems, integrated production systems)

Tasks of the Team Leader:

  • Ensuring the overall quality of the input of the FoC (achievement of results, results based monthly monitoring, reporting)
  • Professional leadership and coordination of the national long-term experts and and international and national pool of short-term experts
  • Overall coordination and management of the activities in Kyrgyztan regarding value chain promotion (organic fruts and berries, vegetables in Jalal-Abad and the organic farming sector) and food safety/quality infrastructure
    • Technical assistance and CD to the agricultural producers, processors and MSMEs in the selected value chains/sectors in improving the quality of their products and increasing productivity
    • Support to the agricultural producers, processors and MSMEs in creating business linkages and realising export opportunities
    • Introduction of systematic improvements for risk management on food safety and food quality in the value chains/sectors subject to this tender (organic vegetables in Jalal-Abad, fruits and berries in Jalal-Abad and nationally and the organic farming sector)
    • Capacity development of the relevant public institutions and private service providers as well as awareness raising in the private sector
    • In case there is a market demand for organic products special focus should be on a systematic approach and support to the development of organic VCs including organic farming systems, processing and marketing as well as support to service providers/associations oriented towards international markets. This includes the relevant standards/certification and the insertion of international/regional expertise and best practices.
  • Securing of linkages and synergies regarding the interfaces within the programme as well as consideration of ongoing work and analyses by GIZ programme in close cooperation with the GIZ programme manager/staff
  • Mangagement and subcontracting of local NGOs/consultings/local institutions implementing selected aspects of the service contract e.g. trainings for agricultural producers
  • Contribution to the programmes’/GIZ knowledge management
  • Conflict sensitive design of implemented measures
  • Responsibilty for the timeliness of the contract assignments and information of the GIZ programme manager in case of delays
  • Coordination of the pool of international, regional and national short-term experts and securing that technical expertise required by the other various experts will be up to the highest professional standards and that they deliver as per the requirements of the tasks
Qualifications: 
  • At least ten years experience in managing complex technical cooperation projects (interfaces) including leadership responsibility

  • Excellent leadership, interpersonal and advisory skills

  • Execellent communication skill (verbal and in writing)

  • Profound applied knowledge of and at least ten years project experience in:

    • Agricultural value chain promotion and upgrading strategies, preferably in the selected value chains/subsector with a special focus on organic farming/food products

    • Food safety and quality infrastructure preferably with a focus on the private sector

    • Organisational development of public and private associations/instutions

  • Experience in the management and implementation of Human Capacity Development strategies and measures (training etc.) for different target groups

  • Experience conflict sensitive implementation methodology

  • Educational background (MSc or comparable) in economics, agriculture or related fields

  • Regional experience in Central Asia preferably in agricultural/private sector development projects

  • Excellent intercultural competence and sensitivity

  • Fluency in English is obligatory, fluency in German and Russian/Kyrgyz preferable

  • Willingness to (frequently) travel within Kyrgyztan

  • Profound knowledge of ValueLinks, Capacity Works

Start / Duration: 

Work is scheduled to satrt on 15th September with an input of 18 month for the team leader. The overall project duration is 38 month.
