Technical Vocational Education & Training (TVET) in the agricultural sector in Africa

The programme’s target groups are population groups in rural Africa affected by poverty and hunger. They include Africans already working in the agricultural sector and in particular young people from rural areas who could be employed in the sector. Of the approximately 1.3 billion absolute poor worldwide, about 388 million live in Africa. Within the target groups, African smallholders, most of who live in poverty, are a priority. They also tend to be more vulnerable to the impacts of climate change. According to recent estimates, the number of smallholders in sub-Saharan Africa is around 175 million. Altogether, about two thirds of the total workforce in Africa works in agriculture. Women are proportionately more integrated in agricultural production systems and therefore stand to benefit considerably from sustainable development of the agricultural sector. In the TC measure CAADP ATVET for Women, women employed or self-employed in the agricultural or food sector in the selected pilot countries are explicitly a target group.

The task of the international long-term expert (16 person-months) is to strengthen the TVET Advisory Unit at NEPAD in its role as Change Agent in the AU Member States in regard to the ATVET approach. He/she will advise the 12 pilot countries as well as other interested AU Member States on how to adopt the ATVET approach in the respective national system, to set-up coordination structures and to share lessons-learned with the other ATVET pilot countries, with a special focus on gender in skills development and involvement of the private sector. He/she will ensure sustainability of supported measures by promoting the development of manuals, guidelines, process descriptions for the project partners. The expert will be based in Midrand, South Africa on the NEPAD premises within the TVET unit of the Division Skills, Youth and Employment. Frequent travelling to AU Member States will be required.

Main tasks of the international long-term expert 3 include:

  • Advise AU Member States on the ATVET approach and guide respective counterparts in the countries to implement the approach
  • Ensure the sustainability of measures by supporting development of manuals, guidelines, process descriptions for project partners
Qualifications: 

 

The following core requirements are placed on the qualifications of the expert:

  • Master degree in related subjects to (A) TVET and/or agriculture, vocational training, gender studies
  • 8 years of combined work experience e.g. in the fields of (A) TVET, agricultural value chain promotion, agribusiness and gender-transformative skills development
  • Comprehensive knowledge of and experience with curricula development, training of trainers, (A)TVET school development/management, cooperative and competency-based education and training (CBET) approaches, gender and skills development and involvement of the private sector in TVET, value chain promotion preferably in agriculture / food or related sectors, proven practical knowledge and experience in state-of-the-art knowledge management and different formats of learning material e.g. e-learning
  • Experience in development cooperation
  • Proven facilitation and moderation skills, especially in multi-stakeholder dialog facilitation
  • Working experience in Africa that goes beyond the country of origin
  • Excellent spoken and written English, good French (precondition), and preferably German knowledge
  • Advise on planning and M&E activities within the TVET unit (e.g. conducting baselines)
  • Support tracer studies in pilot countries
  • Coordinate and consolidate knowledge management activities (e.g. collection and dissemination of good practices / lessons learnt from pilot countries) in close cooperation with the NEPAD KM unit
  • Consult and cooperate closely with the GIZ M&E officer and the ATVET coordinators and experts.

The following core requirements are placed on the qualifications of the local/regional long-term expert:

  • University degree in agriculture, education or natural sciences
  • Certificates in M&E and/or knowledge management
  • 5 years of relevant work experience e.g. in the field of M&E, knowledge management preferably in the TVET, education sector or agriculture sector
  • Sound knowledge of and experience with impact monitoring, tracer studies, knowledge management tools and methods in skills development
  • Experience in development cooperation projects
  • Working experience in Africa that goes beyond the country of origin
  • Excellent spoken and written English (precondition), preferably French knowledge.
