Sustainable Economic Development and Employment Promotion (SEDEP)

The overall goal of the intervention is to increase employment opportunities and income in agriculture sector especially poultry products, cashmere, dairy products, wheat, almonds, in North Afghanistan. The project focuses on technical -, organizational - and business skills of the value chain actors, and partly on rehabilitation of rural infrastructure, and improvement of the dialogue between public and private sector actors.

One (1) international long-term expert (Team Leader) based in Mazar-i-Sharif

Tasks:

  • Ensuring the overall quality of the input of the FoC (achievement of results, results based monthly monitoring, reporting)
  • Coordination and establishment of the project offices in the six northern provinces
  • Overall coordination and management of the activities in the six northern provinces including partner management and dialogue in close cooperation with the GIZ programme leader
  • Securing of linkages and synergies with the other two intervention fields in close cooperation with the GIZ programme leader
  • Overall responsibility for the development and implementation of value chain upgrading strategies for each of the five value chains based on value chain analysis (mapping) and agreed upgrading strategy
  • Overall responsibility for institution building of decentralized government bodies (e.g. DAIL and DRRD) and chambers as well as organi­sational development of sector associations
  • Overall responsibility for the development of a training concept based on a trainings needs analysis for all the stakeholders involved (famers, SME, government staff, associations) in the value chains including project staff
  • Peace and conflict sensitive design of implemented measures  
  • Responsibility for the timeliness of the contract assignments and information of the GIZ programme leader in case of delays
  • Coordination of the pool of international, regional and national short-term experts and securing that technical expertise required by the other various experts will be up to the highest professional standards and that they deliver as per the requirements of the tasks




 


 

Qualifications: 

Requirements:

  • At least ten years experience in managing complex technical cooperation projects including leadership responsibility
  • Excellent leadership skills
  • Excellent interpersonal and advisory skills
  • Profound applied knowledge of and at least ten years project experience in:
  1. Local and regional economic development
  2. SME-Support preferably in the agro-processing sector
  • Agricultural value chain development and upgrading strategies for increasing local value added and income of the target group (value links approach)
  • Organisational development of public and private associations/institutions
  • Experience in the design of participatory development processes
  • Experience in the design and implementation of Human Capacity Development strategies and measures (training etc.) for different target groups
  • Experience with peace and conflict sensitive implementation methodology
  • Educational background (MSc or comparable) in economics, agriculture, social sciences or related fields
  • Regional experience in Afghanistan preferably in agricultural/private sector development projects
  • Excellent intercultural competence and sensitivity
  • Fluency in English is obligatory, fluency in German preferable
  • Ability to work under pressure
  • Willingness to (frequently) travel within Afghanistan
  • Knowledge of Capacity Works
