Sustainable Agriculture and Rural Development in Turkmenistan

The Idea of the project is to support the Government of Turkmenistan in the achievement of the national sector objectives with regard to sustainable agriculture, rural development and institutional support.

To increase the productivity and competitiveness of the agro-food sector through activities aimed to improve agro-food production, processing and marketing and to strengthen the capacity of Turkmen agriculture institutions.

The Agriculture Business specialist will be responsible for the development of products value chain (production, processing, marketing). S/he will provide advice and training in business planning, feasibility studies, linking producers with processors and traders. S/he will work in close coordination with the Union of Entrepreneurs and Industrialists as Project partner.

Qualifications: 

Qualifications and skills

  • The key expert must hold a postgraduate university degree in the field of agriculture, rural development or equivalent

  • The key expert must be fluent in English, both oral and written

  • The key expert must have a very good knowledge of Russian both oral and written

General professional experience

  • The key expert must have at least 10 years of professional experience in the areas of agricultural production, value chain development, fruit and vegetable and livestock production, SMEs agro-processing, niche market and HVA (high-value agriculture) products identification and development.

  • The key expert must have minimum 5 years of international experience as consultant/technical adviser in transition countries (notably in CIS region)providing policy advice to central government bodies as well as technical bodies (such as private entities, chambers of commerce, union of industrialists).

Specific professional experience

  • The key expert must have at least 10 years of experience with EU-funded programmes or programmes with EU Member States agencies or other International Donors.

  • The key expert must haveat least 5 years of working experience in the CIS region, preferably Central Asia region

  • Experience with farmers associations is an asset

  • Demonstrated experience in agricultural SMEs support would be an added value

Start / Duration: 

The operational base of the project will be Ashgabat. Project activities will also take place in other regions of Turkmenistan, which will be selected during the Inception phase of the project and to which members of the Technical Assistance Team (TAT) may be required to travel. Activities will also include arranging ad-hoc training (study tour, work placement) abroad (EU countries).

The period of implementation of the contract will be 48 months
