Sustainable Agriculture and Rural Development in Turkmenistan

The Idea of the project is to support the Government of Turkmenistan in the achievement of the national sector objectives with regard to sustainable agriculture, rural development and institutional support.

To increase the productivity and competitiveness of the agro-food sector through activities aimed to improve agro-food production, processing and marketing and to strengthen the capacity of Turkmen agriculture institutions.

The Team Leader has the overall responsibility for all aspects of the Project coordination and communication.

  • Coordinating all the technical aspects of the project implementation and providing quality leadership to the TA team in preparing studies and analysis, formulating overall annual work and action plans, communicating effectively with partners and all stakeholders, drafting inception, progress and completion reports and documenting emerging lessons;

  • Monitoring the overall planning and implementation of the Project in accordance with the Terms of Reference and agreed plans;

  • Providing advice and instructions to the TA team on all aspects of project implementation in line with the EC Procedures;

  • Leading the project's activities on strengthening of good governance, institutional capacity building processes, transparency and accountability at agro industrial institutions levels;

  • Regular reporting to the EC Project Manager on project progress as well as identifying potential issues emerging in the course of delivery of planned project outputs;

  • Monitoring the managerial, administrative and financial aspects of the Project including all associated risks;

  • Performing other duties as may be required and requested within the programme

In summary the Team Leader would communicate effectively and manage all aspects of communication relating to the Project implementation. S/he shall undertake cost management, understand the quality process, process change requests, document user needs, and monitor the Project. S/he shall manage project planning, provide leadership and build an effective team by promoting teamwork, problem-solving, reporting, facilitating meetings and conducting workshops. S/he shall be expected to anticipate problems and to be proactive in solving them.

Qualifications: 

Qualifications and skills

  • The key expert must hold a postgraduate university degree in the field of agriculture, rural development and/or development economics or equivalent

  • The key expert must possess excellent communication, analytical and writing skills

  • The key expert must be fluent in English, both oral and written

  • The key expert must have a very good knowledge of Russian both oral and written

General professional experience

  • The key expert must have at least 10 years of professional experience in the areas of agricultural production and value chain development

  • The key expert must have minimum 5 years of international experience as consultant/technical adviser in transition countries (notably in CIS region)providing policy advice to central government bodies

  • Experience with European Commission financial and contractual rules, and in-depth knowledge of European Commission Logical Frameworks is an advantage

Specific professional experience

  • The key expert must have demonstrated experience in project management and the ability to initiate and lead projects with multiple partners and clients;

  • The key expert must have at least 10 years of experience with international programmes (EU-funded programmes or funded by other international donors)

  • The key expert having a work experience with government institutions is an advantage, especially with respect to policy planning, monitoring, and formulation in the fields of agricultural production and agriculture processing and marketing in CIS and Eastern European countries

  • Demonstrated experience in food safety development project management is an asset

Start / Duration: 

The operational base of the project will be Ashgabat. Project activities will also take place in other regions of Turkmenistan, which will be selected during the Inception phase of the project and to which members of the Technical Assistance Team (TAT) may be required to travel. Activities will also include arranging ad-hoc training (study tour, work placement) abroad (EU countries).

The period of implementation of the contract will be 48 months.
