Rwanda_Monitoring the implementation of projects within the "Feeding the Cities" program

The TA will provide project monitoring and management support to NAEB, who is in charge of monitoring the MARKUP implementation, reports approval and their submission to MINECOFIN/NAO. EU-EAC MARKUP Program is structured around two intervention levels, the EAC-Window and the Partner States Window.

The EAC-Window will support EAC efforts to improve the regional trade and business enabling environment for the selected commodities, through enhanced capacity to advocate for the removal of sector trade barriers and improved sector Standards and SPS measures harmonisation. On the other side, it will also support the private sector in enhancing its export competitiveness, through increased awareness and compliance with destination market requirements as well as with improved access to finance and business development opportunities (including by reinforcing business support organisations' capacities).

The EAC Window is implemented in Rwanda by ITC (International Trade Center) and the coordination of EU-EAC MARKUP at EAC level is done by GIZ.

Tasks of the Expert

  1. Support the NAEB SPIU in planning and coordination of projects implementation
  2. Support projects monitoring and reporting while ensuring a sound management of the EU contractual rules and procedures
  3. Support the exchange of relevant information and best practices and facilitate national steering committees gathering Project Implementers and EU-EAC MARKUP Regional window
  4. Support in representation and advocacy for projects and “Feeding the Cities” program
  5. Support in the development and implementation of “Feeding the Cities” Program

The expertise required for the implementation of the specific contract

  1. Support the NAEB SPIU in planning and coordination of projects implementation
  2. Support projects monitoring and reporting while ensuring a sound management of the EU contractual rules and procedures
  3. Support the exchange of relevant information and best practices and facilitate national steering committees gathering Project Implementers and EU-EAC MARKUP Regional window.
  4. Support in representation and advocacy for projects and “Feeding the Cities” program.
  5. Support in the development and implementation of “Feeding the Cities” Program
Qualifications: 

Education

  • At least Master Degree in agronomy, agriculture economics, agribusiness, project management, agricultural sciences or closely related subjects.

Experience

  • At least 6 years of proven experience in the agriculture export value chain development, public investment projects related to market development and employment generation;
  • Proven experience in project design, monitoring and evaluation, economic and financial management of agriculture projects;
  • Proven good knowledge of EU procedures;
  • Proven knowledge of Government systems;
  • Strong coordination, organization and networking skills;
  • Excellent team work.

Experience – Additional requirements

  • Proven experience in project management capacity building;
  • Proven experience in organisational strengthening, strategic management, administration structures or equivalent structures in the private sector;
  • Experiences in EU funded project management would be an asset.

Language skills

  • Excellent English language report writing and communication skills
  • Be conversant with Kinyarwanda language is mandatory
  • Knowledge of French would be an asset.
Start / Duration: 

It is expected that the assignment shall commence after the signature of the specific contract, ideally by 14 September, 2020. The activities will start with a kick off meeting in Rwanda to discuss and have common understanding on how the assignment will be conducted. The overall duration of the assignment is spread over a maximum of 3 years and allows for a total workload of 600 expert working days.

The expert will be based in Rwanda; she/he will not be entitled to the per diems in Rwanda unless she/he has to go for field mission outside Kigali.
