Georgia_Moldova_Ukraine Eastern Neighbourhood Microfinance TA Programme

The overall objective of this TA operation is to promote responsible financial inclusion of lower income populations in Ukraine, Georgia and Moldova so as to support economic growth, reduce poverty, and encourage entrepreneurship across the region. A further objective is for the EIB to provide support to its selected Financial Institutions to deploy the EIB’s funding in an efficient, responsible and sustainable manner, in accordance with the Bank’s standards and requirements.

The purposes of this technical assistance operation are as follows:

a) To provide Final Beneficiaries in rural locations in Ukraine with access to quality responsible financial services to fund their income generating activities, particularly in the agricultural sector;

b) To improve the reputation and trust levels of Financial Institutions, particularly in Ukraine and Moldova, through the implementation of transparent best practices and social performance management;

c) To contribute towards unemployment reduction by offering populations in the Eastern Neighbourhood improved access to a diverse and responsible range of financial and non-financial products aimed at encouraging income generation;

d) To enhance the Financial Institutions’ compliance to national banking and/or microfinance regulation and international standards;

e) To safeguard the EIB’s reputation and investments by ensuring that Financial Institutions have sound credit risk management procedures in place and serve a growing number of creditworthy clients;

f) To improve loan processing and deployment efficiency and facilitate the contractual relationship between the Financial Institutions and the EIB;

g) To increase the flow of external investment coming into the region thanks to improved banking transparency and reporting practices;

Qualifications: 

KE 2 assures team leader functions during absence of the Team Leader. KE 2 works as a Consultant-trainer and diagnoses needs of FIs and will be in charge of preparing training and capacity building and/or mobilising STEs to that effect within the geographic zones / FIs under his/her remit. Responsibilities include drafting training/capacity building TORs, quality management control of deliverables, training evaluation, guidance to trainees, reporting the obtained attendance, performance, satisfaction, and other indices relating to the functioning of the in situ training programme or consulting actions delivered. The reporting is designed to enable monitoring of the project’s progress as well the achievement of results and impact.

KE 2 is expected to work on all Components of the TA operation in Georgia and Moldova and in liaison with Key Expert 1, will design, coordinate, and implement these Components.

Qualification and Skills

  • University degree, preferably in Business Administration, Economics, Finance, Banking, or related field or equivalent professional experience;
  • Excellent writing and communication skills;
  • Fluency in spoken and written English as well as good command of Russian. A working knowledge of Georgian and/or Romanian would be an advantage;
  • Computer literate.

General professional Experience

  • Relevant professional banking experience of a minimum of 10 years ideally with a microfinance or TA provider, with a specific focus on financial analysis and micro and small lending, non-performing loan management, identification of key lending risks;
  • In-depth knowledge of MSMEs lending activities;
  • Previous experience with EIB financing programmes would be particularly appreciated
  • Knowledge of EIB’s Know Your Customer and AML procedures and Social and Environmental standards would be an asset
  • Previous experience of developing innovative delivery channels such as digital/mobile technologies for providers of MSME finance;
  • Good management skills of microfinance entities, especially in the areas of governance, risk management, operations, audit and business development.

Specific professional Experience

  • At least 3 years of relevant international professional experience in countries of the Eastern Neighbourhood;
  • At least 5 years practical experience and proven track record in defining institutional needs, organising and delivering successful professional bank and/or microfinance TA training, coaching and capacity building programmes.
  • Experience in governance coaching for inclusive finance institutions would be an advantage;
  • Sound knowledge of the USSPM as demonstrated by at least 2 years’ experience of assisting financial institutions to improve their social performance;
  • At least 3 years of experience in product diversification for inclusive finance institutions including the development and roll out of non-financial services for clients.
