Green Finance/Economic Expert_Egypt_Financing for Energy Efficiency II

A feasibility study shall be elaborated to identify sustainable energy efficient investment projects in commercial companies. The objective of the feasibility study for Energy Efficiency II is to analyse and assess feasibility of a new KfW Energy Efficiency Credit Line facility and to proof the viability of EE-measures with the two target groups of the future facilities, i.e. small and medium-sized companies, specially by designing appropriate financial products and proposing proper channels and conditions for financing the EE-measures sufficient to absorb the indicated size of funds.

The main objective for the future measures to be financed by EE-Financing is to reduce considerably the specific energy consumption, especially those of any fossil fuels, thus improving the energy efficiency of the beneficiaries and reduce the corresponding CO2- emissions.

The accompanying technical assistance shall strengthen the capacity of the financial institutions and the target group to plan, assess, finance and implement adequate EE-measures.

 

Tasks overview

The services have to elaborate a complete feasibility study, with solid components of empirical validation. This shall include and address in detail at least the following topics and tasks:

  1. Analysis of the current context of EE for SMEs in Egypt
  2. SME EE potential and demand side (supported by empirical evidence)
  3. EE-Technical supply side
  4. Existing EE financing
  5. Potential new EE key standard products
  6. Project Executing Agencies
  7. Structuring and implementation of a new KfW EE credit line facility in Egypt
  8. E&S risk management assessment
Qualifications: 
  • 10 years experience in the preparation and/or implementation of EE-finance programs, preferably in countries with low-medium energy prices;
  • Experience in cooperation with small and medium sized companies (SMEs);
  • Experience in the analysis of and program development with local financial institutions;
  • Experience with ESHS assessments and ESMS development, including analysis of existing ESMS and definition of required steps for upgrading according to the analysis;
  • Regional Experience in the MENA Region, preferably in Egypt.
  • Fluent spoken and written English is essential;
  • Arabic language would be preferable.
